At our last Montgomery County REALTOR® brunch the speaker was Jim Gaines who is a research economist with Texas A&M Real Estate Research Center. He spent some time looking at last years housing market and then brought his crystal ball out and looked at what is in store for us this year.

Here's what he had to say about housing in Texas in 2009:

Texas lagged in the recession; in 2008 we took a pass. In January 2009 we joined in. Typically Texas lags going in and lags going out. We didn't fall as far and have as many problems.
Tax Credit did help - 10 to 12% increased sales volume - Sales that happened that would not have.
Foreclosures and home builder concessions kept home values down.
Appraisal issues became a major issue in purchases.
Lenders have made purchasing mortgages difficult to get. Jumbo loans were almost non-existent.
Texas as a whole was down about 8% in 2009. The median and averages prices didn't change which is good.
On a whole 2009 was relatively flat.
There was not much recovery for home builders but it shouldn't get much worse.
Parallel to what happened in the 1980's.

Here's what he said about Houston in particular:

Houston ended the year with a 6 month inventory. We were down about 8%. The median price was flat.
#1 home building area in the country even though we are down 50%.
We are poised for a boom for the 21^st century; both population and business growth.

Then he brought his crystal ball out and tried to give us some ideas for 2010. (Just kidding he didn't have a crystal ball and told us so!)

We will probably have low interest rates for first half of the year. For the second half of the year it is possible that interest rates may increase from 5% to 6.5%.
Job losses will go flat but we won't see much gain. 2010 is likely to be a year of damage control.
Flat to Low growth in the housing market.
In-migration should pick up.
Home prices decline MUCH less than the last 2 years.
Government stimulus should be over. He didn't see politicians voting for it again but have $ left over.
State & Local Governments & school districts are going to have to restructure.
Foreclosures continue through 2011. 5 year arms that were given in 2005 are going to come due. (They were sometimes called liar loans.) They had negative amortization, strategic defaults. So far upside down that even if they could meet it they will probably walk. Which means we are looking at having quite a few additional foreclosures.

It wasn't a totally rosy forecast but if you are looking to buy a house it sounds like this is the time to find a deal. On the flip side when you are selling you may not get as much as you want but on the positive side if you are looking to buy another home you will get a deal on the house you buy.

I also think in the big scheme of things a flat market is good!

TX specific real estate websites - Foreclosures & Housing Programs!

The Texas Association of REALTORS® along with NAR and a few additional organizations have launched two websites to help consumers with real estate issues.

www.KeepMyTexasHome.org is a resource for Texas homeowners who have become or may become behind on their mortgages. The site outlines the foreclosure process in Texas. It is an ideal site for a consumer who may be facing foreclosure to get some answers. It has a section on "what you can do" and another section on "what if you can't stay in your home". It also has a section on "renters and foreclosure".

www.TxHomePrograms.com is part of an NAR pilot program. This program offers a continuously updated database of state-wide affordable-housing programs. It allows the consumer to search for specific types of programs. It also has a real estate glossary and provides helpful consumer information. A good example would be issues on predatory lending.

The Ravages of Winter in Spring TX!!

We have had a rough winter here in Spring TX. The picture above says it all. This story is repeated at home after home in our area. It is so sad to see all these dead palm trees. We are now starting to see trucks filled with dead trees. Look below and you will see this same home in a winter picture just a few years ago.

You can see that the palm trees were smaller but very green. We have heard so much about global warming in the last number of years and now that it is no longer warming we are hearing climate change. I decided to go back in history and found that in 1940 it actually got down to 5 degrees here in Spring TX. This is my personal opinion but I think it is just cyclical changes. So what do you think?

Jennifer gives some great ideas to get you home ready for Spring. I know it doesn't feel much like spring as we cover the plants again tonight here in Spring TX but hopefully this will be it. Spring has to be on the way and these are great suggestions to get your home ready!

Spring is around the corner homeowners work on that curb appeal - The Yard

I know that with the snow and cold weather still here it is hard to think about spring. However, it is just around the corner and for homeowners planning to sell now is the time to start thinking about what you can do to achieve this.

Having good curb appeal is an important factor in getting prospective buyers into a house, and there is no better way to achieve this than by having a well groomed yard.

Here in Northern Dutchess NY we can get rather harsh winters. The wind and ice breaks the tree branches, the deer damage  the plants, the salt used to melt the ice from the road gets into the lawn. Yes, there is much to be done if you plan to sell this spring.

Here are 12 things you can do to achieve that curb appeal.

1.  I am sure gardening catalogs are now arriving in your mail box. Now is the time to check through these catalogs to get ideas as to what plants and flowers you might want to add to your landscaping.

2. Check to see when is the correct time to prune and trim various plants.

3. Pick up all the broken branches.

4. Rake lawn to remove leaves you missed during the fall and to get rid of thatching. It is important to use the correct tools.

5. Because of the damage done to the lawn during the winter you will need to fertilize, that is, if you failed to do so during the Fall. To achieve proper spring lawn care re-seeding might be necessary.

6. Check garden beds to see what might be needed. If you have a compost heap make sure to apply some of the rich humus soil to the garden

7. Check the walkways for broken brick or concrete pavers and do necessary repairs. Also consider how you will maintain weed control in these areas.

8. As soon as necessary keep the lawn well mowed.

9. Check porches and decks for repair. Painting is also a great way to give these areas a fresh look.

10. Add color to your garden. Make sure to plant a variety of flowers so you will have colors all year.

11. Power washing the house is a good idea since so much dirt and grime accumulate over the winter.

12. If you have gutters, clean them as there is nothing worse than seeing plants growing inside gutters.

Following all or some of these tips will help you to achieve the desired curb appeal and will entice a home-buyer to step inside your home. After all, a well kept landscape is a good indication of a well kept home. May you achieve your goal of selling your home this spring.

Speechless Sunday - Just Wishing in Spring TX!!

Typically Valentines Day in Spring TX is the day to prune your crepe myrtles. Not so this year. We are looking at having temperatures below freezing the next three days. We have lived here 14 years and I have NEVER seen a winter like this one. Where's the Global warming? This is not what we signed up for. I'm ready for Spring (lol).

Houston Museum of Natural Science - A Spring TX day trip!

One of the many things that I LOVE about living in Spring TX is the accessibility to all that Houston has to offer. If you are looking for something to do when YUCKY weather arrives visiting our many museums may be the answer. Recently when our daughter was in town we re-visited the Houston Museum of Natural Science. We had tickets to see Bugs in 3 D at the IMAX but went early so we could also tour the museum.

We have visited a lot of Natural History museume across the country and have loved them all. Houston's museum is not just Natural History but also Natural Science. You won't want to miss the Weiss Energy Exhibit and there's also a wonderful collection of gems. It is only appropriate that Houston's Science Museum would have a HUGE focus on energy.

I don't have pictures from our Imax experience (Bugs in 3D) but I can tell you it is well worth the investment. It was a little pricey as the tickets were $11 apiece but we totally enjoyed it. Bugs in 3D follows the life cycle of a preying mantis and a butterfly from their birth to their encounter in the rain-forests of Southeast Asia, where predator meets its prey.

I was not the only one there with my daughter; I saw lots of children there. I was probably the only one there with my 28 year old daughter though (lol). Our daughter has always had a HUGE fascination with bugs. While in college she had a Tarantula (Creepy Carla) and a millipede as pets.

Speechless Sunday - Energy Exhibit, Houston Museum of Natural Science!!

I was going to put this in the group where you decide what the picture is but then decided that would not be fair. You would have to have been to the Weiss Exhibition at the Houston Museum of Natural Science to know that it was an energy exhibit. The exhibit takes everyone through an oil refinery through a full 3-D color animation. Our daughter was in town this last week and we visited the museum; she of course took the picture.

With our Nation (especially our capital) pretty much socked in with yucky weather I thought a little hot chocolate was in order. We are also having a YUCK winter here in Spring-Houston, (you just have to love this global warming). We moved here in 1996 and I Have NEVER seen a winter like this one. It is so sad seeing all the dead palm trees!!! I'm READY for spring!!

New RESPA Rules - How they affect Spring-Tomball TX buyers and sellers!!

This morning I went to a training that Charter Title offered on the new RESPA rules and how they are going to affect our Spring-Tomball buyers and sellers. Chuck Jacobus SVP of Charter Title and a real estate attorney with law offices in Bellaire was the guest speaker.

RESPA came in to affect in 1973 and to begin with Chuck said the restrictions were difficult to comply with. According to Chuck it is déjà vu 1973. We are going through the adaptation phase of the new RESPA rules and most don't understand them (which includes title companies, lenders etc.).

LONG story short both the seller and the buyer are going to have to be patient while we go through the process. He felt that the days of having a loan done in 30 days or shorter are gone. He recommended allowing 60 days for the loan process. He said some lenders will be able to go through the process in a shorter time and he felt the smaller lenders and banks had a better handle on the changes than the big banks did.

The buyer is going to have to be proactive on their loan. I have had buyers who started the loan process and then took a 2 week vacation. He said if the buyer goes on vacation you can just about be assured that the loan will not close on time. He also said the buyer is going to have to realize that they cannot switch loans a week before closing.

As of January 1^st2010 lenders are required to use a new good faith estimate (GFE). The new HUD 1 form and the GFE must look exactly alike. All charges must show on the HUD. Chuck was joking and said if you throw a quarter across the closing table it will need to be on the closing statement.

If there are any changed circumstances that will affect the mortgage amount that is on the GFE the lender will have to make changes which will take time. The lender basically has to live with the GFE that they give you when you start the process. However the quoted terms and prices in the GFE are only good for 10 days. The buyer will need to give the go ahead during that 10 day period or the terms may no longer be available. Please note if you don't contact your lender to say go ahead during that 10 day period; the terms can change on the 11^th day.

Changed circumstances include:

Acts of God, war, disaster or other emergency. For those of us in the Spring-Tomball area this would be something like Hurricane Ike.

Information particular to the borrower or transaction that was relied on in providing the GFE; which may include; information about the credit quality of the borrower (you lost your job), the amount of the loan, the estimated value of the property.

New information particular to the borrower or transaction that was not relied on in providing the GFE.

Other circumstances that's particular to the borrower or transaction, including boundary disputes, the need for flood insurance or environmental problems.

When there is a "changed circumstance" the loan originator must issue a revised GFE within three business days of receiving the information to establish the changed circumstance. This goes back to the buyer not going on vacation as then it will be hard for them to deal with the changed circumstance.

All of this came about to keep consumers better informed in response to the predatory lending that happened in the last few years. As always when the government gets involved it can get a bit more complex so both buyers and sellers are going to need to be patient with the process. More than ever it is going to be important that a buyer go to a reputable lender who can get the loan done. If you need the phone number of a good lender please give me a call.

Litter in Spring TX, I still don't get it!!!

This is the second time that I have written a post about litter in Spring TX and I still don't get it . We had a heavy rain overnight and as I was driving down Hufsmith-Kuykendahl this morning the ditches were full of water. These are big ditches so when I mean full I mean full. I was almost overwhelmed looking at the trash that was floating in the ditches.

I just DON'T GET IT. I love our country and I'm proud to live here. I can't imagine throwing trash out the window. Precinct 4 here in Spring TX maintaine our roads using prisoners to clean the roads. I see them once or twice a month picking up trash but it is NEVER ending process!!

I don't know what the answer is. I know there are suppose to be fines for littering but I don't think it is something that is enforced. Maybe a little more enforcement needs to happen. What do you think?

Several weeks ago I wrote a post called Cold facts on plant survival for Spring TX plants!! At the time we were preparing for some Arctic air and were looking at having several days in a row in the 20's. In this particular case the weather man got it right.

At that time I read an article in the Houston Chronicle about getting plants ready for the cold temperatures and realized I had been going at it all wrong. I was just covering with plastic. They recommended watering your plants good if it has not rained. After that you cover the plants with either fiber row covers, sheets or blankets. I had one N-sulate permeable fabric cover(the hardware stores were sold out of more) so I used sheets for the rest of the plants. For even extra protection I put the heavy plastic I was previously solely using over the cloth covers and secured them with rocks.

I covered a large percentage of our plants front and back but it was getting cold and I did not cover them all. The proof of how good this worked is in the pictures. This is a wild Iris often called Dietes Bicolor.

My husband asked shouldn't we cover this one and I didn't feel like scrounging for sheets and I told him I thought it would be okay as that wasn't the plant that I thought needed protection. That was a big mistake; I look at these plants and so regret that decision. If you look close at the almost dead plant there's a little green so it may come back. I can guarantee you it is not going to look like its neighbor though.

We are supposed to have cold temperatures coming in tomorrow again and you can bet I'm covering my plants. This time I went to the hardware store while the weather was in the 70's and bought two additional N'sulate permeable fabric covers.

We have lived in Spring 14 years and this is the coldest winter that I can remember. We normally have two seasons here summer and January. I'm ready for January to be over and to get on with summer. It has been an unusual year though so I would not be surprised if our winter doesn't continue in to February. You just have to love that global warming.

Speechless Sunday - New beginnings!!

On our daughter's Flickr site she called this Dead and Living. I am calling it New Beginnings! Years ago I remember a radio commentator saying we have two seasons in Houston; summer and January. I for one am ready for January to be over with and the new spring beginnings to start.
